Panthas

Panthas is a trade city built on the crossing of an old road, and long dry riverbed. The city has long been in the sphere of influence of Strata, and often Strata has steered the nobles of Panthas to a desired action. Playing second fiddle to Strata is a strong element of the psyche of the nobility of the city.

Panthas has long wanted to make a mark upon the world itself instead of being just a trading post on the way to Strata or points south.

Panthas has always been a city dominated by people, with a very insular view of the world. A Panthanian looks at a world that is out to get him or her, and will distrust someone from elsewhere in Liaha almost as much as people from Morlan, or other races.

History

Panthas was founded long ago and has risen and fallen with the whims of Lady Luck. When it was founded it was a trading post on the road, and by river. The river dried up, and is nothing more than a memory at this point, now converted to farms and orchards, with the occasional bits from a stone dock or pier that exist, and a few bridges.

Panthas was forced to adapt and relied heavily on road traffic to keep itself alive. The fortifications were enough to protect against bandit and humanoid raids, and eventually over time in fits and starts grew to be one of the larger cities in the kingdom. During lean times the local farmers would support the city, with help from Strata, and in good years it would stand on its own.

Nobility has suffered much infighting in Panthas over the years, and had been threatened with having an Elvin/Half-Elvin or Dwarvin noble installed by Strata over centuries past. It has always managed to clean up the infighting, just enough to prevent such heavyhanded measures in the past. It is partially these threats that have helped lead to the current view of demi-humans in Panthas.

Geography and layout

Panthas has a smaller core to the city. Of all the biggest cities it is the smallest physically. The population has taken the ebb and flow of fortune in stride and has built for the worst of times, and then enjoyed the best of times.

This leaves a smaller stone city at the core, with a rather large, and different outer city. The outer city mostly surrounds Panthas, and is surrounded by a fairly stout wooden wall. The outer city serves as a district of the city itself, instead of being an entity (at least partially) on its own which is how many of the other cities around the kingdom are handled.

The outer city is effectively divided by the road that enters Panthas.

The western side of the road has a few stone manors, common spaces and parks, some shopping and people living in the area. The area is well maintained, patrolled, and only lacks a higher status because it does not have a stone wall surrounding the area.

The eastern side of the road is a bit more freewheeling. It is also nominally controlled by the “Common Nobles” (see below in politics), but tends to have more structures of wood than stone, and a more open nature than the rest of the city. It is rumored that this is where one would find the base of the thieves guild.

Temples and Districts

The city has temples to several gods, though some hunting will be required to find some of them.

The Temple of Mellus is not a single temple, but rather a series of smaller temples and buildings. They do have a central larger temple that is used as half academy, half performance hall. Oh, and they hold services there too. The building has a large open center, and smaller rooms that ring both the ground level and the upper level.

A temple to Bast is a smallish building found in the outer city that was once a small residence, and now serves as a place for Kitra coming through town to rest before they move on. The building has a single room that serves as the temple and has a few simple, but comfortable, rooms. It is led by a human priestess named Eri.

Shrines to the Traveler/Doctor are seen in town, and they change in location as they are setup or dismantled, abandoned, etc. Normally traveling supplies that can be left, or taken are found at these sites. Staves, Rope, Tents, Blankets, and Foodstuffs are all common items left (and again, taken) from these Shrines. A few guards have claimed to see these simply vanish before their eyes.

The Temple to Vanir & Freya is located in the outer city. A few temples are found within the city, with a temple located near the northern gates, a temple near the southern gates, and temples well within the eastern and western sections of the outer city. Each temple is different, as are the priests who follow, and interpret the faith on their own.

The Keep & Woods, and the Military.

The inner city is divided up between the Keep, and several other large districts. Each district is walled off from the rest of the city with large gates that can close and defend the city section by section. A few sections are nothing more than commons or parkland. Panthas does not have a large market district, but has many small marketplaces spread out throughout the entire city.

The keep sits on the highest point in the city. It is a beautiful stone castle that can be seen from anywhere inside the city walls (including the outer wooden ones!). The keep overlooks a small section of woods walled in and protected as a private hunting ground. A few selected nobles have a manor house within the interior woods.

Outside this on the east side sits the bulk of the nobility, the upper classes, and the shopping and services that makes their life work. The western side of the woods is walled off and has the military’s complex in town. The military is divided between Panthian troops and Liahan units that rotate through the city. There are decent sized practice grounds, and the gate leads from here to the outer city.

Further to the east sits the rest of the city. It is not further segmented with the exception to the two main gates along the road and the commons/parkland that resides between the interior gate and the wall.

There are city guards that are assigned to this area, and they are supplemented by The Dragons adventuring company which is based out of one of the manor houses in the outer city.

It is rumored that this is where one would find the base of the thieves guild.

A large stone market is found in the Western section on the southern side of the city. It is a large stone fortification, with several buildings that serves as a daily marketplace.

Current Politics

When talking about politics in Panthas, there are two distinct areas. The inner city and the outer city. Outsiders almost exclusively focus on the inner city, and often miss the depth of politicking that is evident in the city.

The inner city is ruled by Lord Thuir (Th-oo-r) and his council of advisors. Included in the advisors are: Kaiser, Siellar, Gyntia, as well as others.

Over the past decade he has worked to “Raise the prestige of our great city.” Panthas should not be second fiddle to any city in the kingdom, capital or not.

In line with the new vision for Panthas, the inner city has undergone an extensive, and expensive, development. Buildings have been destroyed, rebuilt, refreshed, artwork has been commissioned, parks developed. The interior of the city is now likely the most beautiful city in the entire kingdom. The enhancements to the city have been paid initially with increased taxes, and later from personal loans. The taxes were levied on any goods coming into the city, gate taxes on traders and outsiders, even taxes on food brought into the city.

A near riot, and the “Common Nobles” asking for intervention from Strata brought order, a presence of troops, and a few walkers, and the removal of the taxes from farm goods inside Panthas. The “Common Nobles” were politically excised from any doings within the Inner city at this point.

Taxes were raised further on caravans and traveling merchants. A tax on non-humans entering the city was imposed. Unrest grew and blame was placed at the feet of Kitra and Dwarves. “They are not of us, they seek to destroy our city, they seek to subvert us, to make us like their cities, they seek to replace us! It will not stand! All non-humans within the city are to be exiled, and any who come within the city will face the wrath of Panthian law.”

Trade and travel from Dwarves, Kitra, and Nivolk has dramatically dropped off from Panthas. Most of the travel now leads through Brokensword.

The outer city is ruled by a lesser lord who is elected from the lords who take up residence in the outer city, almost all who live in the western portion. The nobles living in the outer city are made of two different groups, those who want to move inside the main city, and those who feel connected to their manors and the outer city. If their bloodline is generations long, or they purchased their nobility in the past year is not a good indication to who belongs in which camp. The people who live in the outer city refer to the entire group as the “The Common Nobles”.

Areas of Interest to the Characters

There are several adventuring companies that are located in and around Panthas.

The Dragons: Led by Vayla with her brother and first Jonal. They serve as an official auxiliary to the city guard that works in the Outside city.

The Talons: Led by Mert. Somewhere between an adventuring company and a mercenary company. They are a small group that goes on many quests south into the Red Grass Fields.

The Large Dwarves: Led by Donnan. He and his twin Donnar lead this group who are an adventuring company. They have a headquarters in the outer city with an ever changing group of people passing through. They have an attached inn that they use as a hostel. The stables are large and half of them are converted to a pole type barn for use in training. The barn is attached to the back of the inn, and the kitchens.
